The error is referring to the encoder strip behind the printhead and saying the print head carriage is having a hard time moving or is caught on something.

Yes that wheel needs to be sturdy but your error isn't referring to that

Is the epson pop telling you it's a paper jam or is that a guess?

Those both need to be triggered. easiest way is to clip the 2 wires, strip a bit and then twist the bare wires together
